China's accession to WTO? A crime against humanity!!

President Trump signed a Presidential Memorandum to the U.S. Trade Representative on August 14, 2017 directing the USTR to determine “whether to investigate any of China’s laws, policies, practices or actions that may be unreasonable or discriminatory and that may be harming American intellectual property rights, innovation, or technology developments.”  82 FR 39,007 (August 17, 2017).
Well done, but 30 years too late. And I would like to know who negotiated China’s accession to WTO? A crime against humanity!!
Those who negotiated China’s accession were the Clinton Administration, Charlene Barshefsky as USTR, Mickey Kantor as Secretary of Commerce, Bob Rubin, Larry Summers, Madeleine Albright as Sec. of State, and Sandy Berger as National Security Advisor. They were followed by W. Bush with Colin Powell at State, Bob Zoelleck at USTR, Hank Paulson at Treasury, Condoleezza Rice as Natl. Security Advisor, Carlos Gutierez at Commerce.
